《番禺区高新技术产业发展扶持办法》业经区政府常务会议审议并原则同意，现印发给你们，请遵照执行。执行过程中遇到的问题，请径向区科工商信局反映。
Support Measures for the Development of the High-tech Industry in Panyu District have been reviewed and approved by the executive meeting of the Panyu District People’s Government, and are hereby issued to you for your compliance and implementation. Any problems encountered during implementation shall be directly reported to the Panyu District Bureau of Science, Industry, Commerce, and Information Technology.

Support Measures for the Development of High-tech Industry in Panyu District
第一条 根据党中央、国务院和省、市关于加快创新驱动发展的有关文件精神，深入实施创新驱动发展战略，积极培育高新技术产业集群，推动经济高质量发展，结合我区实际，制定本办法。
Article 1 In accordance with the relevant documents of the CPC Central Committee, the State Council, the provincial and municipal governments on accelerating innovation-driven development, in order to further implement the innovation-driven development strategy, foster high-tech industry clusters, and promote high-quality economic growth, these Measures are formulated in light of the realities of Panyu District.
第二条 加强高新技术企业培育认定工作，推动全区高新技术企业提质增量，对符合条件的高新技术企业给予奖励。
（一）对经区科技行政主管部门推荐并通过广东省高新技术企业认定管理机构认定的高新技术企业，给予10万元一次性认定奖励。
（二）支持高新技术企业提高发展速度和发展质量，对在认定有效期内的高新技术企业，首次纳入国民经济统计“四上”企业库（包括规模以上工业企业、有资质的建筑业企业、限额以上批零住餐企业、规模以上服务业企业）的，额外给予10万元一次性奖励。
Article 2Efforts shall be strengthened in the cultivation and certification of high-tech enterprises to produce more high-quality high-tech enterprises in the district. To this end, rewards will be given to high-tech enterprises that meet the following requirements.
(I) For high-tech enterprises that are recommended by the district science and technology department and certified by the high-tech enterprise certification and management institution of Guangdong Province, a one-off reward of 100,000 yuan will be given.
(II) High-tech enterprises are supported to enhance their speed and quality of development. For high-tech enterprises within the valid period of certification, those included in the “above-scale” enterprise list (industrial enterprises above the designated scale; qualified architectural enterprises; wholesale, retail, accommodation, and catering enterprises above the designated scale; service enterprises above the designated scale) by the national economic statistics for the first time, an additional one-off reward of 100,000 yuan will be given.
第三条 鼓励专业科技服务机构为企业提供创新体系建设、政策咨询、研发费用归集、人力资源、知识产权、产学研合作等全链条创新服务，帮助企业提升创新能力并成长为高新技术企业。专业科技服务机构服务100家以上（含100家）企业，且企业由区科技行政主管部门向市推荐申报高新技术企业的，对该服务机构给予奖励。奖励标准按照每成功服务1家企业申报高新技术企业认定的，给予0.2万元奖励，同一服务机构该项奖励累加不超过50万元（含50万元）。每一家企业申报高新技术企业认定，仅奖励1家为该企业提供创新服务并发挥主要作用的服务机构。
Article 3 Professional technology service institutions are encouraged to provide enterprises with full-chain innovation services on innovation system construction, policy consultation, R&D expense accumulation, human resources, intellectual property rights, industry-university-research cooperation, etc., with a view to boost their innovation abilities and help them grow into high-tech enterprises. Rewards will be given to professional technology service institutions that serve 100 or more enterprises, where these enterprises are recommended by the district science and technology department to the competent municipal department for the high-tech enterprise application. For the successful certification of every high-tech enterprise, the service institution will be rewarded 2,000 yuan. This reward is subject to a maximum accumulative amount of 500,000 yuan per institution. For every successfully certified high-tech enterprise, only the one service institution that provides innovation service and plays a major role therein will be rewarded.
第四条 国家级、省级和市级科技企业孵化载体自动纳入我区科技企业孵化载体的管理范围。我区不再单独开展区级科技企业孵化载体的认定工作。载体名称、运营主体、孵化面积和场地位置等条件发生变化的，需在条件发生变化日起3个月内向区科技行政主管部门报告，由区科技行政主管部门审核并实地核查确认后向市科技行政主管部门提出变更申请或撤销建议。
Article 4 Sci-tech business incubators at the municipal, provincial, and national levels will be automatically included in the management of the sci-tech business incubator of the district, without going through the district-level certification procedure. Where there is any change to the name, operator, area, location, etc., the incubator shall report such change to the district science and technology department. The department will review and conduct an on-site inspection to verify the information before proposing to the municipal science and technology department for alteration or cancelation.
第五条 支持科技企业孵化载体的建设与发展，对符合条件的科技企业孵化载体分别给予认定奖励和评价奖励。
（一）认定奖励。
1.对首次获得认定的国家级、省级、市级孵化器分别给予50万元、20万元和10万元的一次性奖励，其中对获得高一级认定的进行补差奖励。
2.对首次获认定的国家级、省级众创空间分别给予40万元和20万元一次性奖励，其中对获得高一级认定的进行补差奖励。
（二）评价奖励（“以赛促评”奖励）。
1.支持科技企业孵化器参加由市科技行政主管部门依托评价指标体系开展“以赛促评”的评价工作，并根据评价结果给予支持。对获得一等奖、二等奖、三等奖及优胜奖的孵化器，按照一等奖20万元、二等奖15万元、三等奖10万元、优胜奖5万元的标准给予奖励。
2.支持众创空间参加由市科技行政主管部门依托评价指标体系开展“以赛促评”的评价工作，并根据评价结果给予支持。对获得一等奖、二等奖、三等奖及优胜奖的众创空间，按照一等奖15万元、二等奖10万元、三等奖5万元、优胜奖2万元的标准给予奖励。
Article 5Support shall be given for the construction and development of sci-tech business incubators. Rewards will be given to eligible incubators for certification and assessment.
(I) Reward for certification
1. Incubators that gain certification at the municipal, provincial, and national levels for the first time will be given a one-off reward of 100,000 yuan, 200,000 yuan, and 500,000 yuan respectively. Those gaining a higher-level certification will be granted the difference between the rewards.
2. Makerspaces that gain certification at the provincial and national levels for the first time will be given a one-off reward of 200,000 yuan and 400,000 yuan respectively. Those gaining a higher-level certification will be granted the difference between the rewards.
(II) Reward for assessment (reward for “assessments in the form of competitions”)
1. Sci-tech business incubators are supported to participate in the assessments conducted by the municipal science and technology department in the form of competitions and based on the evaluation criteria. Rewards will be given according to the results. Winners of the first, second, third, and participation prizes will be rewarded 200,000 yuan, 150,000 yuan, 100,000 yuan, and 50,000 yuan respectively.
2. Makerspaces are supported to participate in the assessments conducted by the municipal science and technology department in the form of competitions and based on the evaluation criteria. Rewards will be given according to the results. Winners of the first, second, third, and participation prizes will be rewarded 150,000 yuan, 100,000 yuan, 50,000 yuan, and 20,000 yuan respectively.
第六条 符合本办法规定的同一项目或事项同时符合本办法不同条款或本区其他扶持政策规定（含上级部门及本区配套或负担资金的政策规定）的，按照从高不重复的原则予以支持，另有规定的除外。获得奖励资金的涉税支出由企业或机构承担。享受本办法奖励资金的对象，须签订相关承诺书。若扶持对象违反承诺，应将所获奖励资金予以退回。
Article 6 Where any project or matter that meets the requirements of more than one measure herein or is qualified for both any measure herein and other support policies of Panyu District (including policies of supporting or undertaking funds required of Panyu District by superior departments), support will be given in accordance with the policy that grants the largest subsidy unless it is otherwise specified. Relevant tax expenses shall be borne by enterprises or institutions. Receivers of support herein are required to sign a letter of commitment; where the receiver violates any commitment thereof, the granted funds shall be recovered.
第七条 本办法奖励资金纳入区科技经费范围，列入年度部门预算，由区财政在年度财政预算中统筹安排。区科工商信局负责按照相关程序审核认定符合扶持条件的企业，并向区财政局申请资金拨付。
Article 7 The reward funds herein shall be included in the district annual budget as a science and technology expenditure and shall be arranged by the district finance bureau in a centralized manner. The district bureau of science, industry, commerce, and information technology will review the applications for support funds, determine eligible enterprises, and apply to the district finance bureau for fund allocation according to the prescribed procedures.
第八条 奖励资金的使用管理情况接受区审计部门监督。相关职能部门及其工作人员在履行奖励资金的审核、拨付、管理等职责过程中涉嫌违纪的，按照干部管理权限移送纪检监察机关处理。
Article 8 The use and management of support funds under these Measures are subject to the supervision of the district audit department. During the review, allocation, and management of the support funds, any officials or other staff members of relevant functional departments suspected of violating the code of conduct shall be transferred to the discipline inspection and supervision departments in accordance with the cadre management regulations.
第九条 在申报中弄虚作假的，一经发现立即取消奖励资格，已取得的奖励资金必须全数退回区财政，并依法追究有关人员的责任。
Article 9 For those who resort to fraud in the application, the allocated funds shall be recovered in full to the district finance bureau, and such applicants shall be held accountable according to relevant laws and regulations.
第十条 本办法自印发之日起施行，有效期5年。
Article 10 These Measures shall come into force on the date of promulgation, and shall remain in force for 5 years.
